Artículo tercero. El costo de cada una de las casas que se construya estará de acuerdo con la importancia y las necesidades del municipio respectivo. El sesenta por ciento de su valor será reintegrado al Instituto por los Municipios o por las parroquias que haya n tomado a su cargo esta obra, por cuotas mensuales, en el plazo de veinte años. El cuarenta por ciento restante se amortizará por el propio Instituto con cargo al presupuesto.
