Criterios de la ayuda humanitaria. La entrega de esta ayuda se desarrolla de acuerdo con los lineamientos de sostenibilidad, gradualidad, oportunidad, aplicación del enfoque diferencial y la articulación de la oferta institucional en el proceso de superación de la situación de emergencia.

La ayuda humanitaria será destinada de forma exclusiva a mitigar la vulnerabilidad derivada del desplazamiento, de manera tal que ésta complemente y no duplique la atención que reciba la población víctima del desplazamiento forzado.
