En los Presupuestos de 1964 y 1965 se incluirán necesariamente, por mitades, la suma que contempla esta Ley y en caso de no hacerse, se faculta al Gobierno Nacional para abrir los créditos, hacer los traslados y otras operaciones para su fiel cumplimiento.
