Estampilla Ciudadela Universitaria del Atlántico. Autorizar al Departamento del Atlántico para recaudar los valores producidos por el uso de la estampilla “Ciudadela Universitaria del Atlántico” en todos los actos y operaciones de los institutos descentralizados y entidades del orden nacional que funcionen en ese Departamento.
