La presente ley tiene por objeto conmemorar el aniversario número 88 de la Escuela Naval de Cadetes Almirante Padilla y rendirle homenaje por el aporte que hace a la nación, a través de la Escuela de Formación. La cual, además de ser una universidad marítima de excelencia en el hemisferio latinoamericano, ha realizado importantes aportes para la protección de la nación y al departamento de Bolívar donde se encuentra su sede.
