Artículo primero. Modificase el Decreto 2194, de julio 4 de 1947, por el cual se distribuyen los fondos apropiados para el Fondo Escolar Nacional, en el sentido de reducir de $ 50.000.00 a $ 45.000.00 la destinación hecha por dicho Decreto para las obras de urbanismo, preliminares de la construcción de la Escuela Normal Superior de Bogotá.
