Establecerse el impuesto directo de valorización, consistente en una contribución sobre las propiedades raíces que se beneficien con la ejecución de obras de interés publico local, como limpia y canalización de ríos, construcción de diques para evitar inundaciones, desecación de lagos, pantanos y tierras anegadizas, regadíos y otras análogas, contribución destinada exclusivamente a atender a los gastos que demanden dichas obras.
