El presente decreto regirá a partir del 1 de septiembre de 1964, excepto en las normas relacionadas a la competencia que entrarán en vigor el 1º de julio de 1965, entretanto serán competentes para aplicarlo las autoridades que conocen en la actualidad de los de especial peligrosidad, previstos en el Decreto 014 de 1955.
