Convenios solidarios. Las entidades del orden nacional, departamental, distrital y municipal podrán complementar esfuerzos institucionales, comunitarios, económicos y sociales para el desarrollo de obras y la satisfacción de necesidades y aspiraciones de las comunidades, mediante la celebración de convenios solidarios en los términos permitidos por el artículo 355 de la Constitución Política, las Leyes 136 de 1994, 1551 de 2012, 2166 de 2021 y/o las normas que las remplacen o sustituyan.
