Autorizar la libertad de rutas, horarios o frecuencias y áreas de operación a las empresas de servicio público de transporte de pasajeros del radio de acción municipal, distrital, metropolitano e intermunicipal con el fin de garantizar la movilización y traslado de los ciudadanos a los centros de votación, durante el día 25 de octubre de 2003, desde las 06:00 a las 18:00 horas.
