Facúltese al Gobierno para organizar la Dirección General de Aeronáutica Civil, determinar el personal y asignaciones correspondientes, teniendo en cuenta las funciones que debe desempeñar, tanto en relación con la Aeronáutica Civil Colombiana como respecto de las labores de la C. A. P. A., señalar la partida para material de dicha Dirección General, y dictar las reglamentaciones que fueren necesarias para definir las atribuciones del organismo creado en el artículo 84. Estas facultades subsistirán, en cuanto fueren extraordinarias, hasta ciento veinte días después de sancionada la presente Ley.
