° La facultad de conceder a retirar el pase de los Ministros superiores o inferiores de los cultos establecidos o que se establezcan en el territorio de la República, corresponde esclusivamente al Presidente de la Union. . No obstante lo dispuesto en este artículo, el Poder Ejecutivo podrá, en casa caso especial, delegar a los Gobernadores o Presidentes de los Estados de facultad de otorgar dicho pase.
