Llamamiento a calificar servicios. Los Oficiales y Suboficiales de las Fuerzas Militares sólo podrán ser retirados por llamamiento a calificar servicios o por voluntad del Gobierno, o voluntad del Comando de la respectiva Fuerza, según el caso, después de haber cumplido quince (15) años o más de servicio, salvo lo dispuesto en el artículo 137 de este decreto.
