COMPETENCIA PARA OTORGAR ESTIMULOS. Corresponde al Presidente de la República otorgar las condecoraciones; al Jefe del Departamento, los demás estímulos previstos en el artículo anterior. El Subjefe, Secretario General, Directores, Jefes de Oficina, y Directores Seccionales, podrán igualmente conceder felicitaciones escritas y permisos especiales.
