° La dirección técnica y la ad-ministración económica de las obras que hayan de ejecutarse administrativamente en esta capital por cuenta del Tesoro público corresponderá, previo contrato que celebrará el Director nacional de Obras públicas, á personas idóneas y de notoria responsabilidad. El contrato será sometido á la aprobación del Gobierno.
