La organización interna del Instituto se ajustara a las siguientes normas: 1ª Las unidades de primer nivel directivo se denominarán Subdirecciones. 2ª Las unidades operativas, incluídas las que atienden servicios administrativos internos se denominarán Divisiones, Secciones o Grupos. 3ª Las unidades que cumplan funciones de asesoría o coordinación se denominarán Oficinas o Comités y Consejos cuando incluyan personas ajenas al organismo. 4ª Las unidades que se creen para el estudio o decisión de asuntos especiales se denominarán comisiones o Juntas.
