Para la ejecución de los contratos que el Gobierno celebre en uso de la autorización contenida en el artículo anterior, podrá invertir los fondos que en el Presupuesto Nacional figuren apropiados como auxilio al instituto de que se trata, y queda, además, facultado para tomar del Presupuesto las partidas necesarias al sostenimiento de esos contratos, en la misma forma que lo hace para sostener los planteles originalmente nacionales.
