Artículo quinto. Para completar el cinco por ciento (5%), de que trata el artículo anterior, los Bancos comerciales suscriban mensualmente un medio por ciento (1/2%) de los depósitos mencionados, a partir del mes siguiente a la vigencia de este Decreto, y tomando como base para la liquidación de cada mensualidad, el balance consolidado del ultimo día del mes inmediatamente anterior.
