El Gobierno se reserva la facultad de nombrar Visitadores Fiscales para inspeccionar la manera como los rematadores dan cumplimiento á las obligaciones que contraen en los contratos de arrendamiento; á las disposiciones sustantivas y reglamentos que tiene que observar, y en general á todo lo relacionado con el establecimiento y organización de las Rentas de Licores en toda la Nación.
