Artículo decimocuarto. Los sobrantes de sueldos que se causen a partir del 1° de marzo deberán ser reintegrados por el Pagador-Almacenista a la Tesorería General de la República. No así los sobrantes que se .surtan por otro concepto, los cuales podrán ser invertidos por el Director Departamental de Higiene para ampliación y mejoramiento de los servicios, mediante resoluciones que para su validez reunieren la aprobación del Ministerio de Higiene.
