Las personas naturales y jurídicas que ejerzan las actividades de los vendedores de juegos de suerte y azar se deberán inscribir previamente en el registro mercantil. La matrícula de una persona natural y jurídica, cuando desarrolle actividades de vendedores de juegos de suerte y azar se inscribirá en el Libro XV y en el Libro XXII.
