Artículo primero. Para los efectos del artículo 19 del Decreto 1348 de 1961, las regalías mínimas del Estado en los contratos que se celebren mediante licitación pública, serán del doce y medio por ciento (12 ½ %) del producto bruto en las zonas situadas al este y sureste de la cima de la Cordillera Oriental, y del quince y medio por ciento (15 ½ %) del producto bruto en el resto del país, y se liquidarán y pagarán con arreglo a las normas legales y reglamentarias en vigencia.
