Fomento a la innovación. El Ministerio de Ciencia, Tecnología e Innovación, actuando en el ámbito de sus competencias, y en coordinación con el Ministerio de Minas y Energía, establecerá programas de Ciencia, Tecnología e Innovación (CTel) para promover la formación de capacidades científicas, técnicas y tecnológicas para la investigación, desarrollo tecnológico, e innovación, conexas con las tecnologías vinculadas a la cadena de valor de la industria del hidrógeno.
