Los vehículos que se importen para ser destinados al desarrollo de programas gubernamentales especiales que impliquen la prestación de un servicio público específico, deberán portar una placa especial de servicio público y sólo podrán transitar por las zonas expresamente autorizadas para tal efecto, según lo determine el Gobierno Nacional.
