Artículo primero. Autorízase al doctor Hernán Echavarría Olózaga, Embajador de Colombia en Washington, Estados Unidos de América, o en su defecto al doctor José Camacho Lorenzana, Ministro Plenipotenciario de la misma Embajada, para que firme, en nombre del Gobierno de Colombia, un Contrato de Garantía con el Banco Internacional de Reconstrucción y Fomento de Washington, hasta por la suma de US$ 18.300.000, cantidad que se destinará a financiar parte del Programa de Rehabilitación y Ensanche de los Ferrocarriles Nacionales de Colombia.
