Es la persona jurídica que se constituye con el objeto de realizar actividades exclusivamente dentro del perímetro de la Zona Franca y desarrollar las actividades de promoción, dirección y administración de la Zona. El usuario operador deberá obtener autorización de funcionamiento del Ministerio de Comercio Exterior.
