De conformidad con el numeral 12 del artículo 76 de la Constitución Nacional, revístese al señor Presidente de la República de facultades extraordinarias hasta el 31 de diciembre de 1968, para los efectos siguientes:

Determinar la participación que le corresponda al Distrito Especial en las rentas departamentales que se causen dentro de su jurisdicción, y los servicios cuya prestación corresponda al Departamento de Cundinamarca y al Distrito Especial de Bogotá;

Reformar la organización administrativa del Distrito Especial de Bogotá para adecuarla a los requerimientos básicos de su desarrollo.
