Para dar cumplimiento a lo dispuesto en la presente ley, autorízase al Gobierno para hacer las operaciones de crédito interno o externo que fueren necesarias, así como para abrir los créditos adicionales o suplementales y realizar los traslados y demás operaciones presupuestales indispensables.
