Concluido el periodo de uso de la palabra, el Presidente declara cerrado el debate, y el Consejo de constituirá en sesión secreta para resolver. Iniciada dicha sesión, no podrá suspenderse y durante ella ninguno de los miembros del Consejo podrá tener comunicación alguna con persona extraña al mismo.
