Art. 3º. Queda plenamente autorizado el Gobierno para cualquier operación de crédito que dé por resultado el pago efectivo de los seiscientos mil pesos ($ 600.000) al Departamento del Cauca, caso de insuficiencia de los fondos comunes del Tesoro.
