Puede el Gobierno delegar la facultad de cobrar el impuesto de que trata esta Ley a los Gobernadores, Intendentes o Comisarios y recaudarlo por medio de empleados departamentales o municipales, caso en el cual éstos prestarán las cauciones correspondientes.
