Artículo primero. Ampliase en 4.800 millones de dólares de los Estados Unidos de América (US$ 4.800.000.000) o su equivalente en otras monedas, las autorizaciones conferidas al Gobierno Nacional por las Leyes 123 de 1959, 9a de 1962, 12 de 1965, 26 de 1967, 18 de 1970, 3a de 1972, 18 de 1975, 18 de 1977, 63 de 1978, 25 de 1980 y 74 de 1981, para contratar y garantizar deuda externa destinada al financiamiento de planes y programas de desarrollo económico y mejoramiento social.

Parágrafo

Las autorizaciones a que hace referencia este artículo se entienden agotadas una vez utilizadas.
