Artículo octavo. El Gobierno Nacional queda facultado para incluir en los proyectos de presupuesto las sumas suficientes a los gastos que demande el cumplimiento de esta Ley, y ellas serán tomadas del presupuesto de gastos ordinarios y en ningún caso median la creación de nuevos gravámenes directos o indirectos.
