REESTRUCTURACION DEL FONDO VIAL NACIONAL COMO EL INSTITUTO NACIONAL DE VIAS.- Reestructúrase el Fondo Vial Nacional como el Instituto Nacional de Vías, establecimiento público del orden nacional, con personería jurídica, autonomía administrativa, patrimonio propio y adscrito al Ministerio de Transporte. El Instituto Nacional de Vías tendrá como domicilio la ciudad de Santafé de Bogotá, D.C. y podrá extender, conforme a sus estatutos, su acción a todas las regiones del país, creando unidades o dependencias seccionales. que podrán no coincidir con la división general del territorio.
