Artículo cuarto. El Gobierno procederá a organizar las dependencias de la Dirección General de Aduanas; de las Aduanas del país y de la Jurisdicción Aduanera existente, pudiendo al efecto crear, suprimir y refundir cargos, señalarles atribuciones y fijarles las asignaciones respectivas, sin sujetarse a lo dispuesto en el artículo 45 del Decreto extraordinario 289 del 2 de febrero de 1950 y otras disposiciones análogas.
