Sin necesidad de licitación podrá el Gobierno contratar los servicios relativos a aerofotografía, correos y transportes aéreos, con una empresa en la cual el Estado colombiano y los accionistas que sean colombianos de nacimiento sean dueños por lo menos del sesenta por ciento (60%) de las acciones totales que la constituyen.
