Art. 7. o En los puertos francos pueden entrar i salir libremente toda clase de buques nacionales i estranjeros, sin pagar derechos de puerto, de importacion ni otro alguno nacional.

Parágrafo único

El Poder Ejecutivo podrá exeptuar, en caso necesario, de la disposicion jeneral de este artículo, los buques de las naciones que estuvieran en guerra con la Nueva Granada.
