Artículo primero. Autorizar al Municipio de San Andrés, Islas, para contratar con el Banco Popular u otra entidad, un empréstito hasta por la cantidad de $ 100.000.00 moneda corriente, con un plazo no mayor de cinco (5) años para su amortización, con intereses a la rata usual bancaria para esta clase de operaciones, que en ningún caso exceda del 9% anual, con destino a llevar a cabo las obras de urbanismo, matadero, mercado y demás del plan de progreso que se ha trazado el Municipio.
