Pago de los pasivos del Frisco. El Administrador del Frisco propondrá anualmente al Consejo Nacional de Estupefacientes para su aprobación el rubro que se deberá provisionar para el pago gradual y progresivo de los pasivos del Frisco, y este deberá ser incluido en el presupuesto anual del mismo, el cual deberá ser aprobado por el Consejo Nacional de Estupefacientes.
