para ser incluidas en el proyecto del Presupuesto Nacional las partidas para auxilios o contratos de servicios, los organismos contemplados en el articulo primero de la presente ley, deberán inscribirse previamente en el Ministerio de Salud conforme a las normas que para este efecto se dictaran, y ajustarse a los planes de distribución y funcionamiento que establezca el Plan Hospitalario Nacional.
