Los gastos que demande la ejecución de esta Ley se considerarán incluidos en el Presupuesto nacional de cada año, y es obligación de los Departamentos y de los Municipios, expuestos á la invasión de la langosta, contribuir á su extinción con sumas votadas en sus respectivos presupuestos.
