El Gobierno contratará Profesores extranjeros católicos, que tengan las capacidades necesarias para organizar y dirigir los Institutos Pedagógicos Nacionales a fin de que los maestros que allí se eduquen obtengan la preparación moral y las capacidades que se requieren para que la instrucción pública en Colombia alcance el mayor adelanto posible.
