Al liquidar el ejercicio fiscal de 1979, en el Balance del Tesoro de la Nación solo se incluirán como pasivos las obligaciones que hubieren quedado pendientes de pago el 31 de diciembre de dicho año, en concordancia con lo establecido en los numerales 1, 3, 4 y 5 del artículo 22 del Decreto-ley número 294 de 1973.
