La telefonía móvil celular es un servicio público de telecomunicaciones, no domiciliario, de ámbito y cubrimiento nacional, que proporciona en sí mismo capacidad completa para la comunicación telefónica entre usuarios móviles y, a través de la interconexión con la red telefónica pública conmutada (RTPC), entre aquellos y usuarios fijos, haciendo uso de una red de telefonía móvil celular, en la que la parte del espectro radioeléctrico asignado constituye su elemento principal.
