El Instituto podrá vincular personal mediante.contrato de trabajo, cuando se trate de actividades comprendidas dentro de los niveles auxiliar y asistencia, de acuerdo a las disposiciones legales vigentes. En ningún caso podrán celebrarse contratos de prestación de servicios para el desempeño de funciones públicas de carácter permanente.
