El Gobierno designará dos Jueces de Instrucción que, por el término de 90 días prorrogables, asesorarán al Fiscal del Juzgado Primero Superior de Bogotá en dicha investigación, como designará también el Secretario de cada uno de esos Jueces. La asignación mensual de los Jueces en referencia será de seiscientos pesos ($600.00) y la de los Secretarios de trescientos cincuenta pesos ($350.00).
