° La construcción, remonta y conservación de las líneas telegráficas se hará directamente por el Gobierno por el sistema de administración, sin perjuicio de los derechos adquiridos en virtud de contratos existentes.

Parágrafo

Queda no obstante el Gobierno, en circunstancias excepcionales, autorizado para contratar la construcción, remonta y conservación de las líneas telegráficas, respecto de la cuales sea absolutamente imposible el sistema de administración.
