La Administración Postal Nacional desarrollara la política y planes generales de acción que adopte el Ministerio de Comunicaciones, y tendrá a su cargo la prestación y explotación de los servicios postales en todo el territorio nacional y en conexión con el exterior. El manejo y explotación de los servicios a su cargo lo hará la empresa con bases comerciales, buscando su perfeccionamiento, ampliación y modernicen.
