Esta ley aplica para los hogares que adquieran, construyan o adecuen vivienda VIS y VIP, requieran el subsidio y cumplan los requisitos de focalización que le Gobierno nacional reglamentara a través del Ministerio de Vivienda, Ciudad y Territorio y el Ministerio de Minas y Energía.
