Corresponde al Presidente de la República, como suprema autoridad administrativa, dirigirlas relaciones diplomáticas y comerciales con las demás potencias o soberanos; nombrar los Agentes Diplomáticos, recibir los Agentes respectivos y celebrar con potencias extranjeras Tratados y Convenios, que se someterán a la aprobación del Congreso.
